GFF Service Delivery Learning Program

The GFF’s Service Delivery Learning Program (SDLP) creates an environment for countries to learn and share good practices, get mutual support, and collaborate in co-creating solutions to be integrated into COVID-19 national response plans.

The SDLP is now moving into a follow-up phase (Sep-Dec-2020) and it will aim to:

  • strengthening support to implementation of strategic changes to maintain essential health services in a context of COVID19 pandemic;
  • reinforcing alignment between SDLP outcomes and GFF operations (namely in what investment case implementation is concerned);
  • fostering data collection and analysis to devise evidence-based policies and decision-making; and
  • enhancing south-south learning through an enlarged and more diverse community of practice

The GFF Stakeholder Engagement Program was established to provide GFF Liaison officers with the knowledge and skills to expand consensus around the investment case and creating an avenue for intra-personal reflection and interaction with other stakeholders.

The GFF Knowledge Toolkit

The Toolkit is a user-friendly platform that supports continuous learning and informs decision-making. Operating as a living instrument and in complementarity with other knowledge and learning solutions, it seeks to provide the actionable resources key GFF operational stakeholders need to carry out their duties and operationalize the GFF process. Specifically, the purpose of the Toolkit is to support:

  • Learning by helping target audiences strengthen their “know how” and broaden their experience;
  • Decision-making by providing the right resources and tools at the right time for the right purpose;
  • Collaboration by engaging disparate teams and stimulating knowledge sharing and collaboration;
  • Efficiency by guiding various stages of the GFF process / project lifecycle – including by helping address challenges, seize opportunities and “lead from behind”; and
  • Innovation by combining top-down and bottom mechanisms of knowledge creation and sharing, including South-South exchanges, peer assists and communities of practice.

A prototype will be released for user case testing. Stay tuned!

Analysis of Provider Payment Reforms on Advancing China’s Health (APPROACH): An Evaluation of County Hospitals

This seminar will present the results of the recently completed randomized impact evaluation of a provider payment project carried out in county hospitals in the rural areas of Guizhou province in China.

This project switched the local rural health insurance – the New Rural Cooperative Medical Scheme (NCMS) – from fee-for-service payments for county hospitals to a global budget scheme in order to incentivize hospitals to act as gatekeepers, minimize out-of-county (OOC) referrals and reduce unnecessary expenditures for county hospital-based treatment.
