Thank you Mary for the experience on DRUM in Zambia. In Uganda we are also struggling to enforce and get DRUM effectively rolled out. What we are doing currently is trying to study the feasibility of introducing taxes and measures to raise money internally for improving health service delivery in Uganda. With the support of WB and GFF, we have just concluded a study focusing on three main areas to assess the potential and feasibility of internally generating additional resources for the health sector. The three areas include:
– Assessment of sin taxes – introducing sin taxes on consumption of tobacco and alcohol
– Analysis of revenue potential from motor vehicle insurance, and
– Feasibility of establishing Trust Funds.
The study has made some serious recommendations to the government, which are being discussed by the government, especially the Ministry of Finance and other key stakeholders to agree on the next steps. I can share the report with any one interested.
Apart from the studies, we haven’t made progress in DRM.
