About this resource

The purpose of the Knowledge & Learning Case Study and the accompanying policy notes are to share Zimbabwe’s experience with the Institutionalization of Results Based Financing in Zimbabwe so that other countries can learn from it.

In 2011, the Government of Zimbabwe (GOZ), in collaboration with the World Bank, initiated Results Based Financing (RBF) in Zimbabwe, which was designed to support the Ministry of Health and Child Care (MOHCC) to increase the availability, accessibility, and utilization of quality health care services to improve maternal, newborn, and child health (PIM, 2019). As of 2021, the GOZ has institutionalized RBF in all 60 districts.

The Zimbabwe team has reflected upon their experience in order to share with you their successes, challenges, and lessons learned. The study travels through the political situation, how institutionalization of Results Based Financing evolved and how the lessons learned can be applied in the future. We hope that you will use and adapt this knowledge in your own country to:

  • Gain a view of the GFF Results Based Financing approach and process in the context of real-world experiences
  • Identify challenges or setbacks you might face when undergoing similar processes or projects
  • Consider new ideas and perspectives
  • Build competence around Results Based Financing
