Guatemala: Country Leadership Program Evaluation Package

About this resource

Guatemala Evaluation Findings

The evaluation findings from the Guatemala edition of the CLP program highlight several key areas of impact and progress. The program achieved significant advancements in integrating normative and participatory governance, leading to heightened stakeholder engagement and the creation of actionable leadership tools. The emphasis on evidence-based decision-making strengthened data use, enhancing multisectoral prioritization and performance management, and supporting the development of data dashboards (“Salas Situacionales”). The findings underscore the importance of continuing CLP-related activities beyond the government transition period.

Guatemala CLP Retreats Reports

The Country Leadership Program for Health System Change in Guatemala report details the program’s efforts to enhance leadership and governance in health and nutrition sectors. The initiative aimed at strengthening collaboration across national and local leaders. Key activities included four face-to-face workshops between May and September 2023, featuring international and local experts, focusing on practical leadership skills for over 200 participants from ten prioritized departments. The workshops emphasized the effective use of data for decision-making and targeted systemic improvements, with INAP supporting implementation and institutionalization.

Each of the following reports provides the technical details and documented records of the four workshops conducted in Guatemala under the Country Leadership Program (CLP). The first workshop was held in Zacapa, the second and third in Quetzaltenango, and the fourth in Guatemala City. These documents capture the comprehensive agenda, discussions, and outcomes of each session, reflecting the diverse inputs and active participation of leaders from various sectors, all aimed at strengthening leadership and governance in health and nutrition.

Guatemala Survey Dashboard

These survey dashboards present data from the post-Leadership Retreats evaluation, offering insights into initial participant reactions and the immediate impact of each retreat.

Methodological guide : Instituto Nacional de Administración Pública (INAP)

This material results from the systematic effort and adaptation of the methodology employed by the Country Leadership Program (CLP) in Guatemala, carried out by the Instituto Nacional de Administración Pública (INAP). The document, titled “Metodología Herramientas para el Liderazgo, la Gobernanza y la Toma de Decisiones,” outlines a comprehensive course designed to enhance public servants’ leadership, governance, and decision-making skills. The course is structured into three main thematic modules: Leadership, Integrated Governance, and Evidence-Based Decision Making. The course emphasizes creating a collaborative learning environment and is tailored to meet the diverse learning styles and needs of adult learners in the public sector.
